				<content:encoded><![CDATA[<p><strong>Partnering Facilitation &#8211; 2019</strong></p>
<p>CSR partner, Frank Carr, started off the 2019 new year with a partnering workshop facilitation for NAVFAC and the Military &amp; Federal Construction Company at Cherry Point, North Carolina.  The project is P766 F-35 Lift Station Repair Facility Project, for the Marine Corps Fleet Readiness Center (FRC-East).</p>
<p><strong>Dispute Review Boards (DRB)</strong></p>
<p>At the start of 2019, CSR partner Frank Carr successfully completed two DRB’s as a Chairman on one project and a Member on another project.  Both of the DRB’s extended over the course of several years and neither major construction project had a claim resulting in litigation.  Frank was the DRB Chairman of the Washington Metropolitan Area Transit Authority’s (WMATA) Andrews Center Bus Facility in the Washington D.C. area and a Member of the DRB for the New York City MTA Capital Construction’s East Side Access Project (ESA) Contract CM005 – Manhattan South Structures (Grand Central Terminal); New York, NY.</p>

				<content:encoded><![CDATA[<p>CSR’s Bob Randolph and Frank Carr have just returned from conducting a successful three-day mediation workshop in Rio de Janeiro, Brazil.  This was CSR’s third trip to Brazil to conduct mediation training.  Given Frank Carr’s and CSR’s expertise in construction dispute resolution, the workshop focused on construction mediation issues that Brasil companies might face in the run-up to the Olympics.  The workshop was sponsored by the CPR Institute for Conflict Prevention and Resolution (NYC) and hosted by Barbosa Mussnich Aragao (BMA), one of Brazil’s premier law firms.  CPR and BMA have partnered to bring alternative dispute resolution to Brazil, which has just recently enacted a new mediation law to encourage the use of mediation nation-wide.    CSR expects to return to Brazil within the coming 12 months to conduct an advanced course for the more than 50 mediators who have already completed the CPR foundation course.</p>

In January 2013, CSR partner, <a href="http://csradr.com/carr/">Frank Carr</a>, was selected as the DRB Chairman of the <a href="http://www.fhwa.dot.gov/construction/fs02009.cfm">Dispute Review Board</a> for the Greenbelt Test Track and Commissioning Facility project by the Washington Metropolitan Area Transit Authority (Owner) and Skanska USA Civil Southeast, Inc. (Contractor).  The project is for the construction of three facilities, including a test track for new subway rail cars, a commissioning facility for the new cars, and a parking garage for employees.</p>
<p><strong>Disputes Review Board (DRB) Member Selection &#8211; Construction</strong><br />
In November 2012, CSR partner, <a href="www.linkedin.com/pub/dir/Frank/Carr">Frank Carr</a>, was selected as a DRB Member for the <a href="http://www.wmata.com/about_metro/board_of_directors/board_docs/091009_OrangeBlueContractmaterials.pdf">Orange Blue Line Rehabilitation Project </a>from Stadium Armory (Washington D.C.) to National Airport (Northern Virginia) by the Washington Metropolitan Area Transit Authority (Owner) and Clark Construction Group (Contractor).  The project is for the construction of electrical upgrades and other rehabilitation work at stations along the rail line.</p>

In January 2013, CSR partner, <a href="http://csradr.com/carr/">Frank Carr</a>, facilitated the partnering workshop between the University of Maryland Capital Area Projects’ office (Owner), Gilbane Construction Inc (Contractor), and Frostburg University (User) for the construction of the <a href="http://frostburg.edu/ccit/">“Center for Communications and Information Technology” at Frostburg State University</a> in Frostburg, Maryland.</p>

CSR partner, Frank Carr, was invited by the <a href="http://bishops.com/">Bishop&#8217;s School</a> in La Jolla, California to make a <a href="http://csradr.com/wp-content/uploads/2013/02/Nepal-2013-Frank-Carr-Lecture.pptx">presentation</a> on the mediation work CSR (Frank Carr and Bob Randolph) performed in Nepal from 2005-2007 for the USAID Rule of Law project, <a href="http://pdf.usaid.gov/pdf_docs/PDACJ986.pdf">link here</a>, and provide a current assessment of the political and diversity environment within Nepal.</p>
