Frank Carr, CSR’s Lead Partnering Facilitator, conducted 19 workshops during the past two years in 6 states and two international locations (Diego Garcia and the Marshall Islands). Partnering Facilitation – 2019

CSR partner, Frank Carr, started off the 2019 new year with a partnering workshop facilitation for NAVFAC and the Military & Federal Construction Company at Cherry Point, North Carolina. The project is P766 F-35 Lift Station Repair Facility Project, for the Marine Corps Fleet Readiness Center (FRC-East).

Dispute Review Boards (DRB)

At the start of 2019, CSR partner Frank Carr successfully completed two DRB’s as a Chairman on one project and a Member on another project. Both of the DRB’s extended over the course of several years and neither major construction project had a claim resulting in litigation. Frank was the DRB Chairman of the Washington Metropolitan Area Transit Authority’s (WMATA) Andrews Center Bus Facility in the Washington D.C. area and a Member of the DRB for the New York City MTA Capital Construction’s East Side Access Project (ESA) Contract CM005 – Manhattan South Structures (Grand Central Terminal); New York, NY.

GSA Awards CSR a New MOBIS Schedule Contract

The General Services Administration (GSA) has awarded CSR a new MOBIS schedule contract extending over the next 5 years. MOBIS is an acronym for GSA’s “Mission Oriented Business Integrated Services” vehicle which companies like CSR use to offer consulting and training services to the federal government. Under its MOBIS schedule, CSR is able to offer a range of services to federal government buyers at prices which the GSA has vetted and has determined to be fair and reasonable. These prices are effective from September 13, 2016 to September 12, 2021 with one remaining five year option which, if exercised, will extend the contract through September, 2026. It is noteworthy that GSA has acknowledged CSR’s leadership coaching expertise by authorizing two coaching labor categories and price levels. CSR Conducts Three day Mediation Workshop in Rio

CSR’s Bob Randolph and Frank Carr have just returned from conducting a successful three-day mediation workshop in Rio de Janeiro, Brazil. This was CSR’s third trip to Brazil to conduct mediation training. Given Frank Carr’s and CSR’s expertise in construction dispute resolution, the workshop focused on construction mediation issues that Brasil companies might face in the run-up to the Olympics. The workshop was sponsored by the CPR Institute for Conflict Prevention and Resolution (NYC) and hosted by Barbosa Mussnich Aragao (BMA), one of Brazil’s premier law firms. CPR and BMA have partnered to bring alternative dispute resolution to Brazil, which has just recently enacted a new mediation law to encourage the use of mediation nation-wide. CSR expects to return to Brazil within the coming 12 months to conduct an advanced course for the more than 50 mediators who have already completed the CPR foundation course.

DIEGO GARCIA PARTNERING WORKSHOP

CSR director, Frank Carr, recently facilitated a two-day partnering workshop on Diego Garcia, an island in the Indian Ocean. The partnering participants were the U.S. Navy and its BOS (Base Operations Support) contractor. Prior to the commencement of the workshop, Mr. Carr administered a pre-workshop survey that helped the stakeholders focus on their relationship, expectations, mutual goals, and issues at the workshop.

SUCCESSFUL COMPLETION OF DISPUTE REVIEW BOARDS

In 2015, CSR partner, Frank Carr, successfully completed two Dispute Review Boards where the disputes had been pending for a number of years. As Chairman of the Board in Washington, D.C., Frank reports that there were no disputes remaining between the Washington Area Metropolitan Transit Authority (WMATA) and its contractor at the conclusion of the Board. Also, Frank was a DRB Board Member for a subway construction project in New York City between the MTA (Metropolitan Transportation Authority) Capitol Construction and its contractor that has been completed with no disputes remaining.

CSR World-Wide Partnering Workshops–2015

During 2015, CSR partner Frank Carr facilitated partnering workshops from Washington State in the West to Pennsylvania in the North to Florida in the South and to Diego Garcia in the Indian Ocean. The partnered projects ranged from construction of facilities to dams and to Base Operations Support (BOS) contracts. In each of the workshops, the stakeholders agreed to a project “Vision” and “Mutual Goals” and signed onto a “Charter” for the project’s future.

Frank Carr Updates: Disputes Review Board Work, Partnering Workshops and Nepal Lecture

Disputes Review Board (DRB) Chairman Selection – Construction
In January 2013, CSR partner, Frank Carr, was selected as the DRB Chairman of the Dispute Review Board for the Greenbelt Test Track and Commissioning Facility project by the Washington Metropolitan Area Transit Authority (Owner) and Skanska USA Civil Southeast, Inc. (Contractor). The project is for the construction of three facilities, including a test track for new subway rail cars, a commissioning facility for the new cars, and a parking garage for employees.

Disputes Review Board (DRB) Member Selection – Construction
In November 2012, CSR partner, Frank Carr, was selected as a DRB Member for the Orange Blue Line Rehabilitation Project from Stadium Armory (Washington D.C.) to National Airport (Northern Virginia) by the Washington Metropolitan Area Transit Authority (Owner) and Clark Construction Group (Contractor). The project is for the construction of electrical upgrades and other rehabilitation work at stations along the rail line.

Partnering Workshop Facilitation – Frostburg University, Maryland
In January 2013, CSR partner, Frank Carr, facilitated the partnering workshop between the University of Maryland Capital Area Projects’ office (Owner), Gilbane Construction Inc (Contractor), and Frostburg University (User) for the construction of the “Center for Communications and Information Technology” at Frostburg State University in Frostburg, Maryland.

Partnering Workshop Facilitation – City of Tarpon Springs, Florida
In January 2013, CSR partner, Frank Carr, facilitated the partnering workshop between the Army Corps of Engineers (Owner), Nelson Construction (Contractor), and The City of Tarpon Springs (User) for the Whitcomb and Kreamer Bayou Revetment Project in Pinellas County, Florida.

Nepal Briefing – La Jolla, California
CSR partner, Frank Carr, was invited by the Bishop’s School in La Jolla, California to make a presentation on the mediation work CSR (Frank Carr and Bob Randolph) performed in Nepal from 2005-2007 for the USAID Rule of Law project, link here, and provide a current assessment of the political and diversity environment within Nepal.
