Frank Carr, CSR’s Lead Partnering Facilitator, conducted 19 workshops during the past two years in 6 states and two international locations (Diego Garcia and the Marshall Islands). Bob Randolph Appointed by DC to Mediate Complaints Against Police

The DC Office of Police Complaints has appointed Bob Randolph to mediate issues arising out of citizen contact with District of Columbia law enforcement officers. Bob brings his previous experience handling administrative grievances to the facilitation of a conversation between the parties to enable each to understand the other’s perspective with the goal of bettering future interactions between community members and officers.

Partnering Facilitation – 2019

CSR partner, Frank Carr, started off the 2019 new year with a partnering workshop facilitation for NAVFAC and the Military & Federal Construction Company at Cherry Point, North Carolina. The project is P766 F-35 Lift Station Repair Facility Project, for the Marine Corps Fleet Readiness Center (FRC-East).

Dispute Review Boards (DRB)

At the start of 2019, CSR partner Frank Carr successfully completed two DRB’s as a Chairman on one project and a Member on another project. Both of the DRB’s extended over the course of several years and neither major construction project had a claim resulting in litigation. Frank was the DRB Chairman of the Washington Metropolitan Area Transit Authority’s (WMATA) Andrews Center Bus Facility in the Washington D.C. area and a Member of the DRB for the New York City MTA Capital Construction’s East Side Access Project (ESA) Contract CM005 – Manhattan South Structures (Grand Central Terminal); New York, NY.

CSR 2018 GLOBAL PARTNERING UPDATE (2018)

A highlight of 2018 for CSR was the numerous, diverse, and geographically-dispersed partnering workshops facilitated by CSR partners Frank Carr and Bob Randolph. Frank designed and facilitated a dozen partnering workshops from Diego Garcia in the Indian Ocean and Kwajalein Atoll in the Republic of the Marshall Islands to Seattle on the U.S. west coast to Northern Virginia on the U.S east coast. Although most workshops involved construction partnering for Federal, State and local government agencies; Base Operations Support (BOS) contracts were also facilitated. Bob was also actively involved in partnering and he facilitated several partnering workshops in Nevada and the Chesapeake Bay area of Virginia. One of Bob’s workshops was on a Base Operating Services () contract and the other involved the expansion of the Chesapeake Bay Tunnel. Additionally, CSR continued its partnering follow-up Survey work on the Dwight D. Eisenhower Memorial Project in Washington, D.C.

CSR Congratulates Pete Swanson on Taking a Position with FMCS (Federal Mediation and Conciliation Service)

It is with mixed emotions that CSR announces that we will be saying goodbye to Pete Swanson, a founding partner with 17 years of service with the firm. Pete has decided to take a position in the Federal Service where, as of December 10, 2018, he will become Director of the Office of Federal Conflict Management for the Federal Mediation and Conciliation Service (FMCS). Pete can be reached at 202-606-2222 or pswanson@fmcs.gov. We wish Pete, and FMCS well, as we know first-hand the many sterling qualities and broad experience that he will bring to his new position where he will continue his life’s work of expanding the use of alternative means to resolve disputes. That said, we will still miss him greatly.

CSR Conducted Mediation Workshops in Myanmar in August, 2017

CSR’s Bob Randolph, along with former partner, Pete Swanson, conducted mediation and communications workshops in Myanmar (“Burma”) in August, 2017, for the Myanmar Consumer Protection Agency where they trained complaint processing personnel in the art of resolving consumer complaints. The workshops were funded by USAID and organized by Nathan Associates, an Arlington, Virginia, contractor.
