In May, Frank Carr facilitated a partnering workshop for the construction of the Ashley Army Reserve Center in Wilkes Barre, Pennsylvania under DoD’s BRAC program. The participating stakeholders included P&S Construction Company, the Army Corps of Engineers, ACSIM, and the 99th RSC.
